When Jack goes to Mexico there is a little girl shouting something.  What is she saying?

Do you mean the little girl (might be a young boy) saying "Chicle! Chicle!"  which means, Gum! Gum!  she is a street vendor and you can still find little kids selling Chiclets Gum  to this day.

I'm sorry I don't speak or understand Mexican, but the first time I hear the little girl I was just thinking she was playing with some kid or she sold candy or something like that, I don't know even news papers! lol ... I'm not helping, I know.

Yes, "Chicle!" is one word she says (it is a little girl) but there are two words before it, or maybe one word with two syllables.  She then repeats it several times.

Yes, I live 15 minutes from Tijuana and the kids down there sell all kinds of things.  It is sad sometimes because you just know they are so poor.

oooh, I just listened to the whole thing: she is saying  "Vende Chicle!"  Vende Chicle!"
which as you can guess means : "Selling Gum!  Selling Gum!"
And yes, those poor kids today still sell that gum at border town especially.
(by the way, she is speaking Spanish.  The nationality would be Mexican.  There is no Mexican language)

I actually have a friend who used to sell gum like that when she was a kid. Her mom married into money later on and they moved to Houston.

Ok, if you say so.  When I went to college I started to take Spanish.  The problem was I was also taking calculis 4 at the same time and was having some trouble there also.  I needed a Spanish tutor so I went to the Mexican community center for help.  They didn't know half the words in my lessons or they pronounced them differently.  When I asked the professor why that was, he said they spoke Mexican and not Spanish.
I ended up getting a student tutor for about two lessons.  He was such a hunk I was terrified to be near him, so I dropped Spanish.   :D

Patriot, Mexican's speak Spanish, but with a Mexican dailect. Dialect's can make languages very different.

That's what I heard her say, and that's what I'd expect to hear if I went to a border town.
