I would say yes. We don't have interviews on the phone or tests at the internet. You always have to do your apply in writing with a covering letter and a curriculum and you have to add a lot of certificates and references. You send this all by snail mail and when you're lucky they order you into their office to an interview. On the other hand tests aren't usual in Germany. You often have to wait a long time to know if they are interested in you or if they want you. It takes a lot of time and all the document costs a lot of money.
